  • Key Success Factors for District Heating And Cooling for Six Cases across Europe: Lessons Learnt from the Ongoing Progress Heat Project

    This article is published in the "Hot Cool" magazine, No.2 / 2017, page 22-25. The six analysed cases include Austria, Germany, Romania, Portugal, Denmark, and Czech Republic. The Danish Board of District Heating (DBDH) quarterly publishes and distributes the magazine Hot Cool. Hot Cool presents state-of-the-art district heating and cooling technology in all its aspects through articles written by experienced professionals. In this way, Hot Cool informs and updates its readers on the latest ideas and developments in the sector.

  • International review of district heating and cooling

    Authored by Sven Werner. The purpose with this review is to provide a presentation of the background for the current position for district heating and cooling in the world, with some deeper insights into European conditions. The review structure considers the market, technical, supply, environmental, institutional, and future contexts. The main global conclusions are low utilisation of district heating in buildings, varying implementation rates with respect to countries, moderate commitment to the fundamental idea of district heating, low recognition of possible carbon dioxide emission reductions, and low awareness in general of the district heating and cooling benefits. The cold deliveries from district cooling systems are much smaller than heat deliveries from district heating systems. The European situation can be characterised by higher commitment to the fundamental idea of district heating, lower specific carbon dioxide emissions, and higher awareness of the district heating and cooling benefits. The conclusions obtained from the six contexts analysed show that district heating and cooling systems have strong potentials to be viable heat and cold supply options in a future world. However, more efforts are required for identification, assessment, and implementation of these potentials in order to harvest the global benefits with district heating and cooling.

  • Governance Models and Strategic Decision-Making Processes for Deploying Thermal Grids

    This guide focuses on strategies, key activities, tools, financing and engagement that result in structuring a district energy (DE) system that is well-planned, designed, built and operated throughout the major stages of its lifecycle, often many decades long. Based on case studies from Canada, Denmark, France, Germany, South Korea, Netherlands, Sweden, UK and USA, this report draws on best practices, experience and enabling policy to focus on the challenges and benefits of the various governance and financing models in place around the world today. It also identifies the major drivers for project development or reinvestment, to explore how different aspects of projects have motivated certain stakeholders to support these long and complex processes. This report will outline which benefits have been prime drivers and which governance and financial structures have helped produce different benefits to different stakeholders. The intent is to provide multiple lenses through which a city, campus, or neighborhood can view their unique DE challenges and opportunities. Every effort has been made to identify the aspects of these structures that are transferable to other locations, and to emphasize the findings, lessons, and approaches that are relevant and actionable for localities around the world.

    This White Paper draws on competences built up through more than 100 years of experience with district energy in Denmark and around the world. It highlights some of the main learnings to consider when wanting to expand the use of district energy, such as the system, regulatory framework, planning, efficiency and flexibility of energy source, storage and future perspectives, by including relevant cases from around the world. Since a majority of the technology for district heating and district cooling is the same, we have chosen to predominantly use the term district heating, but similar solutions can easily be applied to district cooling instead.

  • District Energy in Cities: Unlocking the Potential of Energy Efficiency and Renewable Energy

    This report identifies modern district energy as the most effective approach for many cities to transition to sustainable heating and cooling, by improving energy efficiency and enabling higher shares of renewables. This publication is among the first to provide concrete policy, finance and technology best practice guidance on addressing the heating and cooling sectors in cities through energy efficiency improvements and the integration of renewables. The recommendations have been developed in collaboration with 45 “champion” cities, all of which use modern district energy, and 11 of which have set targets for either carbon neutrality or a 100 per cent renewable energy supply. This report is also the first to consolidate data on the multiple benefits that cities, countries and regions have achieved through the use of modern district energy, in an effort to support evidence-based policy recommendations and to raise awareness of the significance of the heating and cooling sectors, which have been insufficiently addressed in the climate and energy debate.

  • Unlocking the Potential for Private Sector Participation in District Heating

    The report analyzes barriers to and opportunities for private sector participation in district heating (DH) in the Western Balkan countries of Bosnia and Herzegovina, Croatia, Kosovo, and Serbia, as well as in Mongolia and Ukraine. Specifically, the report analyzes the legal and regulatory frameworks for public-private partnerships (PPP) and for DH in each of the countries, including an overview of the primary and secondary legislation, PPP preparation and approval processes, institutional setup of the DH sector, heat tariff-setting procedures, etc. In addition, the report describes international best practice for various business models for private sector participation in DH and provides country-specific recommendations to improve the attractiveness of PPP in the DH sector. Finally, the report provides an estimation of the investment needs in the DH sector by country and indicates selected investment projects, which are conservatively assessed at $1.5 billion.

  • Linking Heat and Electricity Systems: Co-generation and District Heating and Cooling Solutions for a Clean Energy Future

    The report uses three case studies where co-generation has been successfully deployed in industrial applications, and three case studies of efficient district heating and cooling (DHC) systems to inform this analysis. These real-life examples demonstrate that long-term stability of energy efficiency rewarding policy strategy is one of the most important levers to unlock cost-effective deployment potential of these technologies. They also show that technical challenges posed by innovative and highly integrated DHC systems can be solved through cooperative effort, experience sharing and support to demonstrate pioneer networks. Based on this analysis, the report provides policy recommendations intended to help policymakers better understand the drivers of deployment of co-generation and DHC systems, and overcome policy and market barriers to increased cost-effective penetration of these efficient energy options.
